Totality was reached in Russellville around 1:50 p.m. and lasted approximately four minutes.
The Hill reports:The ceremony was slated to begin at approximately 1:30 p.m. local time and end at approximately 1:45 p.m. The eclipse reached totally at 1:50 p.m.
The ceremony was marketed as a “totally free wedding ceremony” that “even reimburses your $60 marriage license fee” and provided the first 100 couples to register with a free “wedding gift” package.
The event was part of the weekend-long Total Eclipse of the Heart festival, which included events each day including jazz bands, a presentation from NASA, specialty kites, axe throwing, cornhole and hot air balloon rides. Over 100 couples also wed at the “Elope at the Eclipse” event at the Frost Kalnow Amphitheater in Tiffin, Ohio.

WHIO TV reports:The free event will “offer couples an opportunity to celebrate their love in a magical setting with the beauty of the eclipse as a backdrop,” according to the Seneca County Regional Chamber of Commerce.
Destination Seneca County will take care of all the essentials, including providing an officiant, live music, beverages, a photographer, and a personalized wedding cake. All the couples have to do is bring a valid marriage license to the event.
