Louisiana Judge Sentences Man to Physical Castration For Raping Teenage Girl

A judge has sentenced a Louisiana man to a half century in prison and physical castration after the man was convicted of raping a 14-year-old girl.


Authorities launched an investigation into Glenn Sullivan Sr., 54, after a young woman told the Livingston Parish Sheriff’s Office he sexually assaulted her multiple times when she was 14.


The encounters resulted in the woman becoming pregnant. During the course of the investigation, detectives ordered a DNA test, which confirmed Sullivan fathered the child, according to the District Attorney’s office.


According to a statement from 21st Judicial District Attorney Scott M. Perrilloux, Sullivan groomed the girl and used threats of violence against the girl and her family in an attempt to prevent her from reporting him to the police.


"So many of these types of cases go unreported because of fear. The strength it must have taken for this young woman to tell the truth in the face of threats and adversity is truly incredible,” Perrilloux said.


After Sullivan pleaded guilty to four counts of second-degree rape last week, Judge William Dykes handed down the sentence.


In addition to serving 50 years in prison, the plea requires Sullivan to be physically castrated, Perrilloux said. Under state law, the procedure will be carried out by the state’s Department of Corrections, but cannot be done more than a week before the end of the offender’s prison sentence. So, Sullivan will not be castrated until a week prior to the end of his 50-year sentence, when he will be 104.


“Sex crimes against juveniles are the most malicious crimes we prosecute. I intend on using every tool the legislature is willing to give us, including physical castration, to seek justice for the children in our community,” Assistant District Attorney Brad J. Cascio said.


In 2008, Louisiana Gov. Bobby Jindal signed into law a bill authorizing the use of chemical and physical castration for convicted sex offenders. The law applies to child predators and anyone found guilty of rape, incest, or molestation of a minor.


Upon a first conviction, state courts can order castration. After a second conviction, state courts are required to hand down a sentence that includes castration.
